Ads it r efused to allow this, Instructin g the people that their next proper step was to the AMA. However, as the Lucky Wheels' represe ntative will chair the 1968 meeting s of the RRC, It would be within his power to set the ruliug aside. The Norwalk Centaur s feel that the chairma n should not have the power to levy a penalty and Introduced, a rules change to delete the chai rm an' s power. An Interest ing and almost funny dilemm a will present Itself at the Febr uary meetIng, Any more action on the protest mus t (proper ly) be present edduriu g New Busines s, but action on the Chairm an's power deletion will come under Old Busines s and If accepte d, will deprive the ' chairma n of the opportunity to 11ft the penalty. Of course, the deletion of the Chairm an's power could be cons idered Ex Post Facto, maintaining that the penalty never existed because the power never existed . Ex Post Facto laws have long been despise d by the Americ an people and are even outlawed by the Constitu tion. However, Ex Post Facto was exactly what was Intended by the Executive Board and the RRC body concurr ed when they deleted all assistan ce points earned during 1967 toward RRC activity trophies. The question arose on a protest fr om Bud Paul against the points claimed by Denius Lausche , Paul alleged that Lausche Improp erly claimed points by " perfor ming mean ingless tasks unrequested by the promotl ug clubs." Rather than conside r the specific instanc e, the E-Boar d recom me nded deletion of everyon e's as sistanc e points for the entire year . The Chairm an stated under questioning that the posslb1llty of unfairness to other activity contest participants had been conside red. Based on the Commi ttee' s action deleting the activity points, the Chart Steward 's report showed the following standings in the RRC Activity Contest . Har old McCombs 2283 Pts. Adsit stated that for the past seven months , he has had no respons e to his r epeat ed r equests for a volunte er for the post and at this lat e date , he thought It best to let the '68 Chairm an handle the detai l. Sandy McKinney and Bill Miller wer e chosen by the body as the candi dates for the mos t Typical Rider Contest s and r eco mmended all membe r clubs to follow suit. The Kings Men Motorcycle Club was accepted Into the RRC bring the total membe rship to 26 clubs , In January , 1967, the RRC membe rship totalled 31. ThIngs got off to a bouncing start when the roll call showed a lack of quorum. Twenty-five minute s after the meeting was due to convene, enough clubs showed up at the samoa Trailer Park Recreat ion Hall In Ontario for Chair man Adsit to call the group to or der . The Treasu rer's report showed the lowest balan ce In several years due to the dance expend itures and the Chart Steward 's report had to be delayed until the commlt tee took action on an EBoard recomm endatio n. The Themadones Motorc ycle Club's resigna tion was accepte d and the Too Tired's M.C. resigna tion was tabled until adjourn ment so Chairm an Adsit could remain in the chair for his last meeting . Bill Adams 'fr om the District 37 Sports Commi ttee advised the RRC Assemb ly of the Competition Congre ss election and solicite d the RRC's support. On a motion by J.M . Jones, Howard Eble of the Highway Kings M.C. was designated to attend the election meeting and cast the ballot for Bill Adams . Darrol Steen , formerl y with the RRC and now an outride r , present ed the views and demands of some 300 motorcycli sts to the group. " The outride rs," he said, " wer e unhappy with the number of Sunday Poker runs, dissatis fied with the quantity and qnal1ty of trophies available to the outriders only, and demanded a voice but not a vote In RRC monthly delibera tions by two represe ntatives of the outride rs' choosing." In the discuss ion that followed , Steen and the outride rs were cr iti cized for not present ingmor e concr ete proposa ls on how to r ectify , the situatio ns the outride rs were crying about. No action was take n by the RRC and Steen was Infor med In several differen t (and subtle) ways that the outride rs couldn' t be too unhappy as they wer e still suppor ting the RRC Club runs. Steen had mentioned the possibil ity of an outride r boycott of RRC activiti es. Two actio ns were take n stemmi ng from Chairman Ads it' s Decemb er ruling on the Too Tired' s protest against five cl ubs for viola tion of the pr inted rules concer ning the entry forms . Held over fro m the Decemb er meeting, the Centaur' s (one of the accused cl ubs) motion to delete the entry form fr om RRC ru le s was accepte d. The Toppers protested Adsit's authori ty to levy such a penal ty. The Silver Eagles and Lucky Wheels concurr ed with the protest . Adsit r ead sec. F- 4 of the supple mentary ru les which clearly sets for th the authority and dismiss ed the Toppers and Silver Eag les question . The Lucky Wheels howeve r r ai s ed a pro test based on sec. A- 4 which stat es , "Any protes t against a run shall be fil ed with 5 days" and pointe d out the Too Tir ed's charge did not comply . Adsit counter ed with the argument that the protest was not against the club's run but against the club's membe rs for violation of the printed rules (Sec. F-4 ) and observe d that if the Lucky Wheels contentions were valid, no constitu tional error in a monthly meeting could be cor r ected at a following meeting unless discove red and filed on 5 days after the origina l meeting .
