Motion by walter Dlvidson that W.T. Berry. Jr. be nominated as Chairman of the Competition Committee. seconded by Mr. Perkins. There being no other nominations motion by Walter Dlvidson that nominations be closed. Seconded by Mr. Perkins, motion carried. Mr. Berry was elected Chairman. Motion by Mr. Flanders that Mr. Perkins motion dealing with sanctions to Trojan Indoor that was laid on the table be removed from the table. Seconded by Mr. Colman, motion carried. Motion by Mr. Perkins that the following resolution be adopted 10 lieu of his previous proposal. That two sanctions per month be granted to Trojan Indoor for lndoor short track races 10 the Los Angeles area at a purse of $1200 providing MRI agrees 10 writing and that Mr. Berry and Mr. Brundage work out a mutual acceptable arrangement with the promoter that w1ll allow for the purse to be 40% of the gate should ticket sales reach a level agreed upon by Mr. Berry and Mr. Brundage and the promoter. Seconded by Walter Dlvidson, motion carried. Motion by Mr. Coates that the following motorcycles be approved for use 10 AMA professional competition: Seconded by Mr. Colman, motion carried. See chart B Motion by Mr. Coates that the following motorcycles be approved for useinAMA professional competition it the missing material required for approval is furnished AMA by the applicant prior to March 1, 1968. See chart C Motion by Walter Dlvidson to approve use of the following equipment in AMA professional competition. BSA, Triumph: 8'" Twin Leading shoe front brake tilted to 1968 650cc models standard production road models with full equipment. Bridgestone: Fontana racing front brake with double drum twin leading shoe. Bridgestone: Fontana racing rear brake with single drum twln leading shoe Brldgestone: Sonicweld frame for racing Brldgestone must endorse these racing parts. Kawasaki: Technical Committee cannot approve separate major englne parts such as cylinder heads. A model tilted with this new part should be submitted for approval. Ducati: Technical Committee cannot approve desmodromic cylinder IIead as separate parts or Idt of parts. Application for approval must be made for comp1ete motorcycle tltted with these parts. Motion by Mr. Widman that present rules governing the englne size limltations be maintained and that the 350cc rule that was to go lnto etrect 1969 be repealed. Motion by Mr. Colman that Wldman's proposal be amended by: Repeal all rules, articles, etc. perta1ning to the classification of For m ula C equipment, specilically those rules listed under Article X (Dirt Track), Article XIII (TT), and Article XIV (Road Racing). Invoke no design limitations or restrictions for the manufacturers of standard production englnes and!or gear boxes so long as they have a piston displacemenl of not less than 251cc and more than 900cc. "Intent". With regard to Formula C equipment, it shall be the responsibility of the Technical Committee to approve only such models as are in current production by accredited manufacturers and are In the United States through normal commercial channels in the minimum quantity of 500 at time of approval, and are available to supply customer requirements without restriction or undue delay. To be submitted for approval the standard production model must be legally equipped for highway registration and cataloged as such. For competition purposes. engines may be mod1tled as destred. So long as the standard production crankcases. cyl- Incler(s). and cylinder heads(s) arefltted to the competition model In modilied or unmodified form. For competition purposes. frames. forks. wheels, brakes. oil tanks, gas tanks. and other special equipment of special design and construction may be submitted for approval by the manufacturer or the distributor of the motorcycle 10 question. and may be approved providing the request Is accompanied by either photographs showing installation and certitlcatlon that the items submitted for approval are universally avallable for purchase by anone without restrictions. Motion by Walter Dlvidson that the questions before the house be amended to leave engine size rule as outlined In the 1965 mlnutes but extend the effective date of the 350cc rule to January I, 1971. seconded by Mr. Andres. Motion by Mr. Colman that the followlog equipment rule be established for Sidecar outtlts: Definition': A motorcycle-sldehack racing machine, hereafter referred to as an Outtlt, shall basically consist of a motorcycle with an attached or built on sidecar suitably constructed to carry the pilot on the motorcycle and the passenger either In or on the sidecar. Outrigger or dummy third wheels shall be prohibited. No outfit may make more than two wheel tracks when moving ahead 10 a straight line. I.e., sem-cycles or mini-cars shall not classed as sidecars. Mlnor frame modifications to a standard motorcycle which offset one of the wheels not more than the width of one wheel shall not be considered as changing It from a single track vehicle. . Engines: Sball be manufactured for motorcycle use. with unlimited displacement uP to 1300cc. No more than one e:lgine shall be used in an outtlt. Frames: Frames shall be either a production motorcycle frame which Is suitably modified for sidecar or may be a specially constructed sidecar frame. Sidecar frame may be lntegral with the motorcycle frame. or it separate, a minimum of four attachment points shall be required. Sidecar right hand mounted to the motorcycle. Maximum tread of the motorcycle and sidecar shall be 54". Minimum tread shall be 30". Folding footpegs are required on the side opposite the sidecar. Minimum clearance of the sidecar shall be such that Its lowest point shall be at least 1" above the lowest part of the rlm of the sidecar Wheel, with the shock absorbers compressed. Suspension: The tront wheel of the motorcycle must be sprung; rear and sidecar wheels may be either sprung or rigid. Front end design and manufacture shall be optional as long as changes are in the lnterest of safety. Trail angle of the tront end may be altered to Improve the unique handling characteristics of this type machine. Steerable sidecar wheels or "Flexi" type hacks are prohibited. Rigid sidecar wheels must have the axle "straddle" mounted, or carried on either side of the wheei, unless the axle Is at least 1" diam. high carbon steel, measured at the lnboard bearing. Wbeels: Sidecar wheel lead ahead of the motorcycle rear wheel sball be a m1n1mum of 0" and a maximum of 24" , measured at the axles. Sidecar wheel shall be a minimum of 16" overall diameter. Maximum size shall use a 19" rim diameter. Wbeels may be either spoked or solid type. Motorcycle rims sball be 16" minimum and 19" maximum. Special design sidehack tires shall be permlssable. Sidecar wheel shall be totally shielded for passenger protection above the floorboard level. Motorcycle rear wheel shall be fitted with a fender that covers at least the upper rear quadrant of the wheel for an angle of 35 degrees. Front fenders are optional. Only one wheel may be power drive. Brakes: Outfits must have a minimum of two brakes, which may be operated either lndependently or be lined together. There shall be no restrictions on the maximum number of types of brakes. Contestants: Each 0 u t f it must be manned by a pilot and a passenger. All riding apparel shall be as regularly prescribed, with the exception that footwear shall be optional for the passengel' • Both the pilot and passenger shall have a minimum of one year's experience at their respective task in sanctioned AMA competition before being licensed to compete professionally. In lieu of the above experience, a pilot or passenger may submit his qualilicatlons to the referee. such as competing In internationally sanctioned event.s seconded by Mr. Arnold. motion carried. Motion by Mr. Colman that Article X, Transmissions. Gear box limited to not mole than 4 speeds, except all motorcycles of 250cc displacement and less shall be limited to a maximum of 5 speeds. Seconded by Mr. Flanders. Motion defeated. Motion by Mr. Flanders to change limit In number of speeds In the transmission trom 4 to 5 on motor cycles of over 250cc displacement and from 5 to 6 for motorcycles of 250cc arid small displacement. Seconded by Mr. Colman. motion defea~ Motion by Mr. Coates to require that tront and rear brakes be fitted to all motorcycles entered In TT races and publish such r u I e under motorcycle equipment section of the rule book. Seconded by Mr. Colman. Motion by Walter Dlvidson that the proposal be amended to require that the brakes be fitted and operable. Motion carried as amended. Motion by Mr. 0' Brien that the following definition be adopted: "Exact Counter Part" shall mean of the same basic design and material. Seconded by Walter Dlvidson, motion carried. Motion by Mr. Flanders to Insert In Article II of AMA rule book the complete form necessary for the presentation of a new model motorcycle. Seconded bv Mr. Coates. motion carried. Motion by Mr. O· Brien to allow for the removal of electrical starting systems, starter crank gears or starter shafts. seconded by Mr. Perkins. motion carried. Motion by Mr. 0' Brien to prohibit changes of basic crank shalt design. Motion by Mr. Coates that the question before the house be amended to state that "there sba1l be no limit of crank shalt design or tiring sequence" • Seconded by Mr. Mann. amendment carried. motion carried. Motion by Mr. O'Brien that a minimum of one quart of gas to be added at pit stops 10 road race events. seconded by Mr. Walters. motion carried. Motion by Mr. 0' Brien that tires used In road raclng must be of an approved type and design. Seconded by Mr. Perkins, motion carried. Motion by Mr. 0' Brien to amend Section on chainguards In Article V to require that "all motorcycles must be fitted with guard completely enclosing the primary drive". Primary back cover sball not be considered to mean primary drive. Seconded by Mr. Widman, motion carried. Motion by Mr. 0' Brien to require the use of approved fuel containers at road race events. Seconded by Mr. Widman, motion carried. Motion by Mr. O'Brien to amend Article X exhaust system to provide that the exhaust pipe shall not extend beyond the rear edge of rear tire. Seconded by Mr. Chambless, motion carried. Motion by Mr. O· Brien that that portion of Article X pertalning to forks be amended to provide that other than standard equiPment forks may be used It they are submitted for approval by the manufacturer or distributor of the machine In question, and are so approved by the Competition Committee. Seconded by Mr. Colman, motion carried. Meeting called to order at 8: 30 a.m. by Chairman W.T. Berry, Jr. On roll call the following members were present: Leonard Andres. Al Arnold, Walt Brown. O'Brien, Dudley Perkins, Phil Peterson, Earl Robinson. Bruce Walters, Ewin Warmack. Earl Widman. Followlng members were absent: John Aarvold, Trevor Deeley, Walt Fulton. Bart Markel, James Tagarls, Peter W. Zepka. Chairman declared a quorum present. Motion by Walter Dlvldson that the rules be suspended and followlng resolution be adopted: That all of sub-section A 10 Section 4, Article 11 be repealed. Sub- section C be amended to read: The competition motorcycle to be approved must be a standard catelogued produc- tion model and at least 200 exact counter part motorcycles with ideJlt1cal engines and transmissions must be available for sale within the boundaries of the United states. Seconded by Mr. Perkins. Motioo by Mr. Colman that thefollowingarnendment be adopted. Requirement for 200 models avallahle for sale sba1l not be deemed to apply to previously approved motorcycles. Motion by Mr. Mann that Article XXI, Section 1 be amended to read: Approved motorcycles; except as specitlcally noted under the rules for Sportsman Road Races and Sportsman DIrt Tracks the motorcycles used 10 sportsman events does not require AMA approval but may be 10 the displacement class that the model was entered in plus .080 for rebore. Seconded by Mr. Colman, motion carrled. Motion by Mr. Mann that Article xxn. Section 5 be amended to read: Approved motorcycles; except as specifically noted under the rules for Sportsman road races and Sportsman dirt tracks the motorcycles used in sporisman events does notrequireAMAapproval but may be 10 tbe displacement class that the model was entered 10 plus .080 for rebore.
