Walter C.Davidson,Govemmental Relations Chairman of the Motorcycle, Scooter and Allied Trades Association, in an address before mem bers of the Northwestern Uni ver· sHy Traffic Institute's Police Administration Training Program, said that the number of two-wheeled motor vehicles using public roads has now reached the 2-million mark and that most states now realize the necessity for special licensin g and training programs. Less than 10 of the 50 states had separate licensing and testin g for cycles before this year. Davidson noted that at least 20 others would consider passing licensing legislation for two-wheelers during current sessions. Technical standards for the vehicles themselves are an important part of the safety program, according to Davidson. He stated that the association was endeavoring to develop specifications for proposed national standards on tires and tube, wheel rims, handlebars, brakes, electrical systems, controls, muffler systems, directional signals and seats. This technical information will be offered to the National Traffic safety Agency, headed by Dr. William Haddon, Jr. headquarters in Worthington, Ohio this week as news came through that the Heidelberg (Penna.) half mile, traditional home of the 15 Mile Dirt Track National Championship, was being paved. Only the location has been changed. The purse and the date (June 11) remain the same. After this deft bit of scene shifting, AMA Exec.
